Little Rock likely to use "meanest city" status

Michael Stoops, Acting Director of the National Coalition for the Homeless, says things are improving in Little Rock. Fewer homeless folks are being arrested and local officials seem to be interested in projects such as a new day center. Arkansas' largest city may no longer be included among the "meanest cities" in America.
